Foreign trade

Our organization operates in the branch of Customs Brokers since 1990, although Cr. Roberto Depaulo began working in the area of foreign trade in 1975.

In 1992, the first significant increase in our volume of operations occurred, accompanying the development of private Free Zones. Particularly, the challenge was faced and achieved, as a record to manage, in three years, the movement of 25,000 cars arrived in transit to our country, stored in the Free Zone and subsequently reloaded with final destination to Argentina.

In the second part of the 90's, we started working with clients operating in the Temporary Admission regime, an activity that we have continued to develop over the years with constant growth and high specialization. This has made us leaders in the market in number of annual transactions processed.

Coming in to the new century we welcomed the country's regulatory changes with the lifting of the monopoly of telecommunications, being of great support to companies in the field for the import of next generation equipment.

Starting in 2005, with the growth of the automotive industry, the assembly plants in the region and the development of the auto parts sector in Uruguay, we serve clients of mayor brands that have developed chains of productive integration.

In 2017, we processed 4,137 transactions with the National Customs Office for a total value of US $ 196,395,911 for 50 different clients.

In our portfolio of clients we have small, medium and large companies, both national and multinational companies subsidiaries in Uruguay.

We operate with different branches and areas: automotive, clothing, bazaar, bed, table and bathroom, perfumery and cosmetics, diapers, feminine protection, IT, telephony and communications, furniture, alcohols, chemical products, medical articles, among others.

We have developed a Quality Policy that includes, since 2012, with the Quality Certification ISO 9001:2015 Standard of LSQA, Quality Austria and IQNET in Foreign Trade Services, Import Management, Exports, Transits and Temporary Admissions.

Within the framework of our Quality Policy and our commitment to commercial and fiscal transparency, we have joined since August 1, 2015 to the Electronic Billing system, being the first Customs Dispatchers of Uruguay to do so voluntarily.

Accounting Study

Our organization operates as an accounting firm since 1985, starting in offices in the Evera building (Zabala 1542) and establishing in our current location since 1988.

We started with small companies, working with paying taxes and compensation, regularization of debts and payment agreements.

Further down the line, we specialized in management accounting, seeking to provide our clients with useful tools and information for real-time knowledge of their bottom line and timely decision making.

Between 1992 and 2007, we worked "in company" in several of our clients, exercising an administration and finance management, with emphasis on the generation of internal and external reports.

Among these clients we can cite NGOs, perfume and cosmetics distributors, gastronomic stores, clothing stores, etc.

Starting in 2009, accompanying globalization and the arrival in the country of investments in different areas, we have assumed the integral local management and the representation of international companies that have established their operations in Uruguay, in very different activities and areas such as auto parts, stores, importers, manufacturers of awnings, blinds and interior curtains, etc.

In short, we are known for providing our customers with value-added services, in addition to the normal tasks of an accounting study.

FOREIGN TRADE

    Import consists of the introduction of a market for the consumption of merchandise derived from outside of the national territory, subject to the payment of taxes or to the protection of the corresponding franchises.
    At Depaulo Martinez Professional Consulting we advise you in a comprehensive manner on the subject, some of our services are:

  • Receipt of boarding notice and documentation advances via mail.
  • Monitoring, coordination and information of arrival date of ship, plane or truck.
  • Pickup of original documentation in client, airline, cargo agencies or banks.
  • Processing and payment of freights, transfers, tacks, terminal expenses, etc.
  • Coordination of container opening and/or deconsolidation.
  • Transmission of documentation via scanner to the Virtual Entry Desk.
  • Management in VUCE (for its initials in spanish) - Foreign Trade Single Window - if applicable.
  • Loading of computer data into the "Lucía" System and cargo notifications to transporters.
  • Check of possible records for observations and computer stock association.
  • Application for funds and subsequent pickup of checks or receipt of transfer for payment of duties, fees and tax advances.
  • Payment of DUAS, electronically, at BROU and/or DGI offices.
  • Verification and dispatch of the merchandise in Port Warehouse, Airport Warehouse, all country receivers or designated warehouses.
  • Coordination of delivery of goods with transport companies according to customer requirements.
  • Immediately after dispatch, over a period not longer than 48 hours, issue of Electronic Invoice of services and sending of all supporting documentation of the operation to the client: Via 2 DUA, printing of the corresponding electronic payment of customs duties, photocopy of payments to ANP, TCU, Agencies, etc.

    At Depaulo Martinez Professional Consulting we advise you in a comprehensive manner on the subject, some of our services are:

  • Procedures for registration of the company with the control body (LATU).
  • Presentation of standardizations of the models to be exported.
  • Preparation, computer delivery to LATU and electronic payment of income requests in Temporary Admission.
  • Processing of Temporary Admission with identical steps as an import clearance in the general regime.
  • Reduction of temporary admissions of supplies in each of the exports done according to standardized consumption by model.
  • Real-time control of balances by supply and by temporary admission.
  • Weekly monitoring of the status of temporary admissions in systems such as Lucía (D.N.A.) and SIGLA (LATU), to prevent possible discrepancies in the rebates.
  • Weekly computer delivery of the list of merchandise stock balances in Temporary Admission to the customer for checking with the physical quantities in stock and generate information backup before any LATU inspection.
  • Computer management of cancellation of Temporary Admissions before LATU.
  • Training of the client's personnel for the management of LATU inspections
  • Internal stock audits and their comparison with computer balances.

    Exporting consists in the departure of all the national or nationalized merchandise from our market, to be consumed outside the national customs territory, subject to the payment of taxes or to the protection of the corresponding franchises.
    At Depaulo Martinez Professional Consulting we advise you in a comprehensive manner on the subject, some of our services are:

  • Reception of documentation via mail.
  • Upload of computer data in Lucía System, with detail of reduction of Temporary Admission, if applicable.
  • Processing Certificate of Origin if applicable, prior preparation and presentation of Sworn Statement.
  • Control of the expiration date of all the Sworn Declarations of the client to obtain Certificate of Origin.
  • Follow-up and departure date information of the ship, plane or truck.
  • Coordination of the date of loading at the customer's address with the Freight Forwarder or the Carrier company.
  • Weighing and dispatch of the merchandise in Port, Airport or any Receiver within the Country's interior.
  • Sending 3rd message and payment of fees electronically.
  • Issuance of shipping documentation, presentation at the shipper and its pickup with all necessary proofs.
  • Presentation of documentation to the intervining Bank for negotiation of Letter of Credit.
  • Immediately after dispatch, over a period not longer than 48 hours, issue of Electronic Invoice of services and sending of all supporting documentation of the operation to the client: Via 2 DUA, printing of the corresponding electronic payment of customs duties, photocopy of payments to ANP, TCU, Agencies, etc.
  • Preparation of Request, Follow-up and Collection of Certificates of Export Refunds when applicable. (DNA, DGI, DNI, APIA)

    Customs transit is understood as the regime by which goods that are subject to Customs control are transported within the customs territory, whether or not they are destined abroad.
